Milton was born and raised in West Philadelphia and graduated from BOK AVTH High School in 1980. He then enlisted in the United States Navy, attended basic training at RTC Great Lakes Illinois, and reported onboard the USS Halsey (CG-23) as a boiler technician pay grade E-1. Dorsey served on board three other ships - USS Marvin Shields (ff-1066), USS Harold E Holt (FF-1074) and USS Ranger (CV-61) - and at various shore duty stations - Sima Pearl Harbor, Long Beach Naval ship yard, Amphibious Squadron Seven, Amphibious Squadron Nine and Sima San Diego.
Dorsey seperated from the military under the TERA Act in Oct 1996 at pay grade E-6. Service awards: Meritorious Unit Commendation, Navy "E" (2) , three Good Conduct Awards, Navy Expeditionary Medal, National Defense Service Medal, Southwest Asia Service Medal and Humanitarian Service Medal. After military service, he pursued a 15-year career as a heavy equipment mechanic.

In 2014 I decided to make another career change into the solar industry. Through the referral from Employment Development Department to Ambassador Energy, I received NABCEP training as an entry level solar installer. The training was intense, comprehensive, and mentally stimulating. The trainers were experienced very knowledgeable and professional. After the training I had the confidence to believe I could accel as a solar installer.
On September 22, 2014 I was hired as a full-time solar inspection coordinator with Sunrun, one of the country's largest solar installation companies."
